Registration of Provider Organizations

The Massachusetts Registration of Provider Organizations (MA-RPO) Program is a first-in-the-nation program that increases transparency of provider structure and performance, tracks changes in the health care market over time, and provides researchers, policymakers, market participants, and the public with access to the resulting dataset.

The MA-RPO Program is guided by the following principles: administrative simplification, avoiding duplicative data requests through ongoing coordination with other state agencies, balancing the importance of collecting data elements with the potential burden to provider organizations, and phasing in the types of information that provider organizations must report over time.

Through its statutory authority, the HPC was directed to develop and administer a registration program for provider organizations, through which entities would submit information on their organizational and operational structure and governance. The law also required provider organizations to complete an annual filing with the Center for Health Information and Analysis (CHIA). To streamline the administration of the program, in 2017 the HPC and CHIA created a single program that incorporates the required data elements for both the HPC and CHIA. Under the MA-RPO Program, a provider organization will submit an annual filing to the Commonwealth, which will satisfy its obligations under the law.

MA-RPO Program Regulations

The MA-RPO Program is governed by two regulations: one issued by the HPC and one issued by CHIA.

The HPC’s regulation implements M.G.L. c. 6D §11 and §12 and creates the framework for Provider Organization registration, including applicability, registration and reporting processes, and specifies the type of information that will be collected by the Commission upon registration.

CHIA’s regulation implements M.G.L. c. 12C § 9 and describes the annual reporting requirements for Provider Organizations.

On June 9, 2025, the MA-RPO Program released Guidance regarding changes to the registration threshold and the expansion of the provider types required to register effective for the 2025 filing.

2025 Filing

The Massachusetts Registration of Provider Organizations (MA-RPO) Program is releasing proposed updates to the 2025 filing requirements for public comment. The proposed updates include collection of new data on advanced practice providers and behavioral health clinicians employed by the Provider Organization and information on the Provider Organization’s relationships with significant equity investors (SEI), management services organizations (MSO), and health care real estate investment trusts (REIT). Organizations or individuals wishing to provide comments on the proposed 2025 filing updates should send written feedback in Microsoft Word or PDF format via e-mail to [email protected] on or before Friday, July 11, 2025 at 5:00 PM.
